Typically conferences meet every one to two years depending on the rate of work done in the area. So the publications represent a significant amount of work. You would probably divide the subject matter up into categories of interest. Like;
1. Historical practices that are applicable to current effort,
2. Simulation and modeling efforts,
3. Current progress,
4. Applicable new technology,
and
5. Future directions ( current unsolved problems)
The cost thing could be overcome by expanding the current conference idea. You could go to a video skype with the Mikogo and host it on a Saturday for a full day. This way the video from the conference could be captured as each person made a presentation, and saved in a video database for reference and tutorial uses.
